Petroleum - Liquid Fuels
Performed oil refinery process design, profit improvement, maintenance and facilities planning for Imperial Oil (Canadian affiliate of EXXON) in Montreal, Quebec and Sarnia, Ontario.

Assisted EXXON, Venezuela (Creole Petroleum) with their facilities planning and operations planning and scheduling, including programming of production, transportation and refining operations versus crude and product demand, evaluation of crude oil purchase/sale agreements.

Conducted a comprehensive study of the Pakistan Oil and Gas Sector for the Canadian International Development Agency.

Evaluated crude oil grades for several private international oil companies for purposes of domestic pricing establishment, and export marketing, and for foreign governments for fiscal/taxation value determination.

Conducted detailed assessments of the Oil and Gas sectors of Ghana, Sri Lanka, Costa Rica, Mauritania, Guinea (Conakry), Sierra Leone, Angola, Guinea-Bissau, Mali, Equatorial Guinea, Jamaica, Fiji, Kiribati, Tuvalu, Madagascar and Bolivia for the World Bank.

Conducted oil and gas project feasibility studies in Guatemala for the United Nations and the Government of Guatemala, in Togo for the Government of Togo, in Bangladesh and Pakistan for the Canadian International Development Agency in Pakistan for the Asian Development Bank, and in Bolivia and Chad for the World Bank.

Conducted petroleum product pricing and taxation studies in Guinea-Bissau, Mali, Sierra Leone, Madagascar and Burkina Faso for the World Bank, in Nicaragua and Honduras for the Interamerican Development Bank and in the provinces of Nova Scotia and Prince Edward Island, Canada for the local Public Utilities Boards.

Conducted a diagnostic study of the petroleum product distribution and marketing division of the state oil company of Bolivia (YPFB) as a precursor to proposed capitalization and corporatization of this entity;

Provided inputs on future availability and economic costs of hydrocarbon fuels to the electric power master planning studies of Kenya, Sudan, Pakistan and Bangladesh for Acres International Limited.

Conducted a critical review of a consultants' report on Petroleum Product Supply and Distribution in Sub-Sahara Africa for the World Bank.

Analysis of the future prospects for Quebec refiners as consumers of natural gas for Gaz Métropolitain, Montreal.

Project Director for the liquidation/privatization of the State Oil Company of Guinea-Bissau, West Africa; this included the legal, regulatory and institutional restructuring of the downstream petroleum subsector;

Study for the World Bank of the impact of downstream petroleum sector liberalization in several countries, focusing on a structural and behavioural analysis of the state of competition before and after liberalization;

Director of a study of the reform of the Downstream Petroleum Regulatory System in Costa Rica, for the Public Services Regulatory Authority of Costa Rica;

Study of the Petroleum Product Import Parity Price Structure in El Salvador for the Minister of Economics.

Provision of advice to an Algerian Sector Reform Task Force on various issues related to Downstream Petroleum Sector Reform in Algeria; development of Terms of Reference, Work Plan and Reform Strategy Matrix for a Reform Implementation Program.

Staff Consultant for the Asian Development Bank responsible for a Petroleum Sector Restructuring Project in Sri Lanka which involved the preparation of a Sector Analysis as well as a “Roadmap” for the restructuring of the sector

Advisor in the Privatization of the State Oil Company of the Comoros Islands (SNH) involving preparation of Short List of Bidders, General Conditions of Bidding and Memorandum of Information; (project is ongoing and consultant will participate in Bid Analysis and Negotiation processes).

Review of oil product pricing and taxation issues in Morocco for PricewaterhouseCoopers, Casablanca on behalf of the Moroccan Group of Petroleum Companies (GPM).

In collaboration with another consultant, prepared a comprehensive report for the World Bank on the downstream petroleum sector in Africa based on a review and analysis of some 35 studies and reports done for the Bank by consultants over a seven year period.

Staff Consultant for the Asian Development Bank responsible for a Natural Gas Sector Restructuring Project in Pakistan which involved the preparation of a “Roadmap” for the restructuring of the sector as well as Terms of Reference for a Technical Assistance Project designed to support the Government of Pakistan in the restructuring process.

Natural Gas Group Leader for a multi-sector project in Bangladesh in support of the Infrastructure Investment Facilitation Centre(IIFC).; the task is to assist the IIFC in the identification and promotion of Gas Sector projects suitable for private sector participation and in the facilitation of such investment activity. (ongoing program under CPCS Transcom, financed by CIDA)

Fuels Specialist in a study of Options for Power Generation in Panama, for SNC-Lavalin; fuels considered were Natural Gas via pipeline, and via marine transport as LNG and CNG.

Natural Gas specialist in the preparation of a Bangladesh multi-sectoral infrastructure “Country Framework Report” (CFR) for the World Bank

Bolivia Hydrocarbons Regulatory Assistance project; principal downstream oil & gas adviser on 5 year (2003-2008) CIDA-financed project. among sub-projects executed were: Assistance to the Bolivian Government in the review and development of compressed natural gas (CNG) pricing and incentive policy to encourage use of CNG in vehicles in Bolivia.

Peru – under the Peru Hydrocarbons Assistance Project (PHAP) of CIDA, designed and executed a study of the supply and markets for natural gas and gas liquids in two regions of the country.

Norms, Standards, Specifications
During Canadian Government tenure served as Energy Ministry representative on joint industry-government committees dealing with the evolution of quality and attendant specifications of petroleum fuels;

Prepared a paper on AFuture Trends in Canadian Jet Fuel Quality@ and presented to an ASTM Working Group, Chicago;

Assisted the Department of Energy, Mines and Resources, Canada, in a study of the impact on the Canadian economy of reducing the tetraethyl lead additive content in gasoline.

Technico-economic adviser to the legal team recommending new institutional structures and drafting new or revised petroleum laws,and regulations, including product specifications, in Mali, Burkina Faso, Guinea-Bissau, Senegal, Dominican Republic, Bolivia and Nicaragua.

Participated in a seminar for Central America in Managua, Nicaragua, on the reduction or elimination of tetraethyl lead additive content in gasoline in the region.

Conducted a study of LPG supply, markets, pricing, specifications and safety standards in all six Central American countries for CEPAL (United Nations).

Taught Engineering Economics to non-degree engineers in Montreal who were preparing to write the Canadian Council of Professional Engineers examination.

Taught company trainees the EXXON Refinery Process Economics course, Caracas, Venezuela.

Designed the curriculum and taught Economics of Petroleum Product Supply to candidates of the Government of Province of Newfoundland and Labrador.

Designed the curriculum and taught two courses in (i) Crude Oil Markets and Marketing, and (ii) Supply and Distribution of Oil Products, Natural Gas and Gas Liquids, to senior professionals enrolled in ESAN (Graduate School of Business Administration) Petroleum Management Diploma Course, Lima, Peru;

In collaboration with the University of Calgary, Alberta, designed and taught a course in Downstream Petroleum Economics and Planning at the Universidad Industrial de Santander, Bogota Campus, Colombia.

Managed a comprehensive, 30 month term energy sector planning and institutional strengthening project in Guatemala for the United Nations Development Program, Office of Projects Execution.

Managed a comprehensive, 15 month term energy sector statistics and planning project in New Brunswick for the Energy Secretariat of the Province of New Brunswick.

Headed a mission to Ghana on the implementation of energy planning, institutional strengthening and renewable energy recommendations for the World Bank.

Conducted a comprehensive study of Mexico's economic and energy environment as part of an over-all country risk analysis for Atomic Energy of Canada Limited.

Prepared an initial "Guide to Canadian Industrial Energy Statistics" for the Department of Energy, Mines and Resources, Canada, as well as a later update guide incorporating commercial, institutional and agricultural energy statistics.

Member of a team which conducted a study of the comparative costs of alternate transport fuels versus those of conventional gasoline and diesel in Canada for the Ministry of State for Science and Technology, Canada.

Conducted a study of the comparative economics of natural gas-derived transportation fuels in gas-rich developing countries vs. conventional gasoline and diesel for the World Bank.

Evaluated the potential application of heat pumps in the Canadian chemical and petroleum processing industries in Canada for the Canadian Electrical Association.

Participated in a study for the identification of potential for eco-industrial parks in Canada, utilizing cogeneration, energy cascading and recycling for NRCan.

Provided assistance to the Bolivian Government in the review and development of compressed natural gas (CNG) pricing and incentive policy to encourage use of CNG in vehicles in Bolivia

Part of an IBM Consulting Services team advising the Province of Ontario (Canada) Ministry of Agriculture and Food on the Implementation of Government’s Ethanol Strategy for 2007. The objective was to determine options and their implications for additional measures that might be taken to foster increased production and use of Ontario ethanol under a Renewable Fuel Standard (RFS) that would require 5% ethanol blending with gasoline effective 2007.

Peru – under the Peru Hydrocarbons Assistance Project (PHAP) of CIDA, completed a study of the applicability of biofuels in Peru. The focus was on the supply and utilization of ethanol and biodiesel as transport fuels with a view to finalizing appropriate legislation to control and regulate the production and use of these fuels.
